In their partnership, Romania and France propose a training of Staff officers oriented to European police cooperation aiming officers belonging to home security from Eastern and South-Eastern European states.
This training is an important opportunity not only for officers
professional experience reinforcement regarding Staff organization
and operational planning, but, in the same time is destined to
European standards which ensure the respect and reliability of
current internal security forces.
The modernization of home security forces is realized, for certain,
by the improvement of structures and action ways and by personnel
training and for this aim the personnel training has to be a priority.

The main aim of the subject matter during the international course is to train
the officers belonging to security Forces to have an internationally – oriented Staff
position.
This training involves three perfect complementary directions:
- the enrichment of professional knowledge of European security and defense;
- teaching of techniques and work methods with Headquarters;
- emphasizing of general culture in the European International relations.
Starting from this technical aspect which regards the European Police
Cooperation in the European Space, this training is a training of officers for the
adoption of European Police standards ensured by the reliability of internal security
forces.

This course lasts for 4 months; it starts in September and
ends in December.
The programme is structured on three main directions and stages, according
to the organizational procedures and the training process.
The first direction contains a specific training with the final aim to facilitate
the learning of subjects during the course. This training contains:
- further education and French, intensive training in September and
permanent training in order to take the DELF exam;
- computer knowledge (Word, Excel, Powerpoint, Internet) in order to
approach the staff work in good conditions; - developing cohesion between officers with the International Course
through a training course on the techniques of professional
operations at a training centre of Romanian Gendarmerie and
through permanent practicing of sporting activities.
The second direction is made of a programme of technical training in order
to get the techniques and work methods used by each Staff. This training follows 3
directions:
- speaking and writing skills; the main aim is an oral monologue as
well as a written memorandum on a security-related topic;
- knowing of staff work, joining theory with application exercises.
This kind of training will be illustrated by visits to staff belonging to
the Romanian Gendarmerie in Bucharest and to the French
Gendarmerie in Paris;
- improvement of the operative planning and issuing orders. This
direction will contain a theoretical part application exercises and a
period of practical application at Saint Astier, the training centre of
the French Gendarmerie Forces.
The third direction is made of a general training programme in order to
facilitate officers opening towards security domain, focusing on the international
aspect, namely the European one. This covers 4 points: - knowing Europe and its institutions ;
- knowing the European Security Forces ;
- development of respect for moral values ;
- enrichment of information about the major European security
problems.

In order to overtake any linguistic difficulty, classes are in French. The professional and technical training is ensured by the Romanian
Gendarmes Officers and French Gendarmes trainers who come from the School for
Officers of National Gendarmerie from Melun (France) and the Training Centre of
French Gendarmerie forces from Saint Astier (France).
All those educational problems about Europe are ensured by French and
Romanian teachers who work for the European Juridical College from Bucharest.
The school invites also a lot of foreign lecturers in order to introduce specific topics
about European Security Forces.
French is taught by French trainers thanks to the French Institute from
Bucharest.
The teaching method is to be very active and alternates theoretical courses
with practical courses. A continuous control is made to asses each student’s
knowledge. At the end of the course, an assessment record is issued and sent to the
body institution each student belongs to.
The visitor officers have to obey the same rules of discipline as the
Romanian officers of the same rank. Moreover, the officers from the Senior
International Course can be eliminated and placed at their Government disposal for
the following reasons: - physical incapacity ;
- incapacity to attend the course ;
- indiscipline ;
- serious immoral or dishonourable behaviour. The decision of elimination is taken by the Commander of the Application
School for Officers with the approval of a discipline council made of French
and Romanian officers.

Salaries, bonuses and return tichets are paid by each country.
Candidate's fees refer to:
- transport and study fees for 2 weeks in France;
- conference meetings;
- feeding except private eating-out;
- accommodation;
- training and drill.
Non-European Union students' fees are paid by Romania and each student has a daily allowance, taking into account previous mounth attendance.
European Union students' fees - 3.270 Euros are paid to School by each country.

Senior Officers International Course concerns those officers who: - are captains, majors or who have similar ranks;
- belong to an internal security force;
- have a good level of French.
Internal Security Attaché belonging to France Embassy goes to the Native
Country to introduce this course.
The last selection is made by Romania and France.
In order to get a good level of French, students have to prepare in advance.

All states which are interested in sending more students than one have to
appeal to the Internal Security Attaché of France or Romanian Embassies from
each country.
The students can be registered till the middle of May every year and the
decisions of acceptance are given after.
